2000年の｢小学校英語活動実践の手引き｣が初版されて以来、担任の先生方は日本の英語教育において真に何がインパクトがあるのか日本中で議論しています。　今日、全国の多くの小学校の担任の先生方は、結局、諸準備に追われています。

ここ鹿児島では、多くのモデル校で、教科過程の中に英語を取り込むあらゆる方法に積極的に取り組んでいます。読み、書き、フォニックス(音声学)を含む4技能を全て取り入れている学校や、話す、聴く技能のみ取り入れている学校もあります。または、異なった文化の人々による“外国の話”を通して英語を生徒に紹介しているところもあります。

しかしその一方で、新たな議論が浮上しています。まず、小学校で英語を教える先生方の訓練はどうなっているのか？それが出来る力量のある人はいるのか？AEA、ALTの方に任せていいのか？先生方を訓練するに足りる教材はあるのか？そのための予算はあるのか？それから、小学校英語から中学校英語への過程で生徒が英語への興味を失わないよう、どのようにして架け橋を作るべきか？これらの問題を解決するため、今回 鹿児島こども英語教育会議実行委員会が「小学校英語と中学校英語の架け橋」というテーマで、様々な講演・ワークショップを通して、効果的な指導法を提案したいと思います。皆様の教室で実践に役立つ何かを見つけていただければ幸いに存じます。

The theme of the 2008 conference is:

"Bridging the Gap between Elementary and Junior High School English - Exchanging Ideas "

Since 2000 the "Practical Handbook for Elementary School English Activities" first hit the classrooms teachers have been found in discussions all over the country about what impact this would actually have on English Education in Japan.  We are now in 2008 and the fact is that in a large number of schools across the country elementary homeroom teachers are busily preparing for this eventuality.

Here in Kagoshima a number of model schools have been working hard testing possible methods of introducing English into their curricula.  Some have chosen full four skills programmes, including reading, writing and phonics, whilst other have chosen to stay with verbal and aural skills only.  Yet other schools have introduced English to their students through "Country Talks" from people from many different cultures.

The job of introducing English into schools has sparked other discussions too. 

• What about teacher training?  Who should be responsible for it and is there enough funding?  Should the job be left to the popular AEAs or even the ALTs?
• Will there be more funding for materials?  What budgets are available for that?

and this year’s conference theme ...

• "Bridging the Gap between Elementary and Junior High School English - Exchanging Ideas". How can we be sure that we bridge this gap without loosing our students in the process?
